In the next few days there will be an initial assessment by FEMA teams of the damage that has occurred across the state. This will determine the level of impact and inform any federal declaration of disaster. A declaration of disaster would release funds for municipalities to cover eligible and documented expenses.
There may or may not be other funds released including Individual and Household Assistance (IA). IA provides fairly small amounts of money for losses that could not have been insured. Sometimes Small Business Administration loans become available. Other funds, such as from HUD may also become available.
Other than quick emergency level repairs – permanent repairs/improvement work in the Special Flood Hazard Area needs to be authorized (permitted where appropriate) by the Town. The key idea is that the new work (through location, materials, and methods) is not going to be vulnerable to future damage. Additionally, towns in the NFIP will be required to perform Substantial Damage determinations for structures in the SFHA.
On Thursday we will listen to each other and talk through what we know about the process ahead.
