Last week’s flooding affected many communities around Vermont. In some places people will soon finish mucking out and want to begin repairs.
We need to remind people that – other than temporary emergency repairs – any proposed permanent changes need to be reviewed and permitted. And, we will need to make Substantial Damage determinations.
We’re hoping that everyone is safe and that your communities are in good shape or recovering quickly.

After Tropical Storm Irene the Two-Rivers Ottauquechee Regional Commission helped to coordinate work state wide to reduce future damage by using funds from FEMA (the Federal Emergency Management Agency) to buyout structures and allow people to resettle in safer places.

Vermont is currently experiencing flash flooding during a period of intense rainfall after a long period of rain leading to saturated soils.

If your community does not currently participate in the National Flood Insurance Program (NFIP), this meeting will describe
1. the FEMA flood hazard map update process underway,
2. how the maps identify hazard areas, and
The Massachusetts Flood Hazard Management Program will be providing free online training sessions for local officials on Substantial Improvement/Substantial Damage (SI/SD).
State and local floodplain management and permitting officials are invited to join this FEMA Region 1 Workshop!
On 4/28/2023 the USGS published Discovery Brochures listing the detailed studies that they will prepare for the Hoosic and Mettawee Watersheds as part of the FEMA Region 1 Flood Insurance Rate Map updates underway.
The studies require detailed field surveys of structures crossing the rivers and of the river bed in selected areas.

INTRODUCTION TO THE COMMUNITY RATING SYSTEM (CRS)
This two-day workshop will cover each series that comprises the Community Rating System (CRS). CRS recognizes and encourages community floodplain management activities that substantially reduce damage from flooding. Depending on level of participation in CRS, flood insurance premium rates for policy holders can be discounted up to 45 percent.
